中(zhong)國(guo)人民銀行《金融科技發展(zhan)規(gui)劃(2022~2025年》指(zhi)出:運用機器人(ren)流(liu)(liu)程(cheng)自動化(hua)(RPA)、自然語言處理(NLP)、智能字(zi)符識(shi)別(ICR)等智能技(ji)術開(kai)展端(duan)到端(duan)數(shu)字(zi)化(hua)流(liu)(liu)程(cheng)重構,打通部門間業(ye)務阻隔與流(liu)(liu)程(cheng)斷點,實現跨角色、跨時(shi)(shi)序的業(ye)務靈活定制與編排,打造(zao)環(huan)節無縫(feng)銜(xian)接、信息實時(shi)(shi)交互(hu)、資源協同高(gao)效的業(ye)務處理模(mo)式,更好支撐數(shu)字(zi)化(hua)業(ye)務發展。
人保財(cai)險(xian)科技運營(ying)部(bu)(bu)自(zi)2019年以來探索引入RPA技術(shu),打造數(shu)字員工(gong)(gong),將(jiang)大量重復且規則明(ming)確的業(ye)務操(cao)作由機器人自(zi)動執行替代人工(gong)(gong)操(cao)作,節(jie)省(sheng)員工(gong)(gong)在機械、重復、耗時工(gong)(gong)作上的工(gong)(gong)作量和(he)(he)時間,使員工(gong)(gong)可以從事更有(you)價值和(he)(he)創(chuang)造性的工(gong)(gong)作,有(you)效提升運營(ying)效能和(he)(he)人力績效。經過兩年左右的不斷嘗試(shi)并積累經驗,2022年,科技運營(ying)部(bu)(bu)將(jiang)數(shu)字員工(gong)(gong)平(ping)臺項目納入人保財(cai)險(xian)“三(san)化(hua)(hua)(hua)”建(jian)設首批項目清單,通(tong)過建(jian)章立制、組建(jian)CoE(Center of Excellence,一般稱(cheng)卓越(yue)中(zhong)心,負責統籌推動RPA應用)、深(shen)挖場景、打造平(ping)臺、強化(hua)(hua)(hua)管控、技術(shu)創(chuang)新(xin)等舉(ju)措(cuo),自(zi)上而下有(you)組織(zhi)地(di)推動RPA系(xi)統化(hua)(hua)(hua)、規范化(hua)(hua)(hua)、規模(mo)化(hua)(hua)(hua)應用,促進(jin)降本(ben)增(zeng)效,助力公司運營(ying)自(zi)動化(hua)(hua)(hua)和(he)(he)數(shu)字化(hua)(hua)(hua)轉型。
RPA是運用(yong)智能(neng)軟(ruan)件模擬并增(zeng)強人與計算機的(de)交互過程,執行規則化、重復性任務的(de)軟(ruan)件解決方案,是當前金融(rong)科(ke)技的(de)熱點。基于RPA技術(shu)和工具可(ke)以打造具備真(zhen)實員工工作能(neng)力的(de)虛擬化數字(zi)員工。
RPA具有(you)低(di)成本(ben)、非(fei)侵入(ru)、易擴(kuo)展、跨系統(tong)、集(ji)中管理和(he)(he)控制等特點(dian)(dian)和(he)(he)優(you)(you)勢。RPA的(de)開發(fa)周期較短,中等復雜(za)度的(de)流程(cheng)一般(ban)僅需要1~2周時間即可完成開發(fa)并上線(xian);RPA的(de)部署和(he)(he)使用(yong)無須改(gai)變現有(you)系統(tong),對現有(you)系統(tong)無侵入(ru)性,可以解(jie)決(jue)遺留系統(tong)難以改(gai)造的(de)痛(tong)點(dian)(dian);RPA可以快速復制和(he)(he)橫向擴(kuo)展,有(you)效(xiao)滿足業務處理規(gui)模快速增長的(de)需要;RPA可以方便地進行(xing)跨系統(tong)操作,自動(dong)進行(xing)信息(xi)提取(qu)和(he)(he)傳遞,實現系統(tong)互聯和(he)(he)數(shu)據集(ji)成;RPA支持(chi)通過管理平臺進行(xing)集(ji)中部署、調度和(he)(he)監控,實現規(gui)模化(hua)應用(yong),降低(di)管理成本(ben)。RPA的(de)上述獨特優(you)(you)勢使其在(zai)近兩年快速成為金融科技熱點(dian)(dian),吸引了大量的(de)投資,促進技術(shu)快速發(fa)展并在(zai)金融保險行(xing)業得到(dao)廣泛應用(yong)。
2022年2月,由科技運(yun)營部牽頭起草,人保(bao)財險印發了《RPA建設(she)運(yun)營管理(li)辦法(試行)》(以下簡(jian)稱《管理(li)辦法》)和RPA需(xu)求(qiu)審核與后評估、RPA流程設(she)計開發、RPA流程運(yun)行維護(hu)三個配套規范以及相應的文檔模板。這是(shi)人保(bao)財險首次就RPA建設(she)運(yun)營發布制度規范,填補(bu)了相關領域的空白。
《管理(li)辦(ban)法(fa)》明(ming)確了RPA建(jian)(jian)設和運(yun)(yun)營(ying)遵循統籌(chou)規(gui)劃、集中(zhong)管理(li)、高效協同、規(gui)范(fan)(fan)合規(gui)原則(ze);明(ming)確了總部(bu)及各分(fen)公司、科技部(bu)門、業務部(bu)門以(yi)及數字化運(yun)(yun)營(ying)項目組在RPA建(jian)(jian)設運(yun)(yun)營(ying)工作中(zhong)的職責;明(ming)確了RPA從需求(qiu)(qiu)管理(li)、流程(cheng)設計開(kai)發、發布部(bu)署(shu)、運(yun)(yun)行(xing)維護以(yi)及后評估的全生命周期管理(li)要求(qiu)(qiu)。《管理(li)辦(ban)法(fa)》及配套規(gui)范(fan)(fan)是開(kai)展RPA建(jian)(jian)設運(yun)(yun)營(ying)工作的基本指引,為(wei)建(jian)(jian)立健全RPA建(jian)(jian)設運(yun)(yun)營(ying)體系、推(tui)動RPA規(gui)范(fan)(fan)化應用奠(dian)定了良好基礎。
人保財險由(you)科(ke)技運(yun)營(ying)部(bu)統(tong)(tong)籌(chou)管理RPA建設(she)和(he)運(yun)營(ying),各省級分公(gong)司(si)科(ke)技運(yun)營(ying)部(bu)負責(ze)開(kai)(kai)展轄(xia)內RPA需(xu)(xu)求(qiu)的(de)收集、統(tong)(tong)籌(chou)和(he)初(chu)(chu)審,鼓勵具備自主(zhu)開(kai)(kai)發(fa)能力的(de)分公(gong)司(si)通過總分協同(tong)模式承擔本(ben)分公(gong)司(si)的(de)RPA流(liu)程設(she)計開(kai)(kai)發(fa)工作,總部(bu)各部(bu)門及各數(shu)字化運(yun)營(ying)項目組負責(ze)本(ben)條線(xian)RPA需(xu)(xu)求(qiu)的(de)收集、統(tong)(tong)籌(chou)和(he)初(chu)(chu)審,并配合(he)做好流(liu)程的(de)部(bu)署、運(yun)維、優化以及需(xu)(xu)求(qiu)后評(ping)估等工作。
依(yi)據上述職責分工,科(ke)技(ji)運(yun)營部(bu)牽頭組建(jian)了(le)總分協同、科(ke)技(ji)與業務(wu)高效聯動(dong)的(de)(de)RPA建(jian)設(she)與運(yun)營團隊,即中心式(shi)的(de)(de)CoE。團隊涵(han)蓋總分公司科(ke)技(ji)、業務(wu)人員,定期(qi)召開(kai)項(xiang)目例會(hui),每月編制并發布數字(zi)員工項(xiang)目月報,舉辦RPA制度宣導(dao)與流程開(kai)發技(ji)術培訓,促進相互學(xue)習(xi)借(jie)鑒,共(gong)同提升(sheng)應(ying)用成效。
考慮到(dao)開(kai)發資源(yuan)、產(chan)品許可(ke)(ke)的數(shu)量(liang)有限,為(wei)實(shi)現更(geng)高的投入(ru)產(chan)出,人保財(cai)險結(jie)合(he)RPA技術特點,明(ming)確RPA需(xu)求準(zhun)入(ru)標準(zhun),要求需(xu)求應同時滿足以下五項標準(zhun)方可(ke)(ke)使用RPA:基(ji)于明(ming)確的業務規則、大量(liang)重復的人工操作、難以或短期(qi)無法通過系統改造實(shi)現、穩定運(yun)行的標準(zhun)流程,以及結(jie)構(gou)化(hua)或可(ke)(ke)結(jie)構(gou)化(hua)的輸(shu)入(ru)數(shu)據。
數字(zi)員(yuan)工(gong)建(jian)設(she)運營團隊(dui)通過訪談、研(yan)討、問卷調(diao)(diao)查、實(shi)地(di)調(diao)(diao)研(yan)、頭腦風暴、經(jing)驗(yan)分(fen)享等(deng)多(duo)種方式深入挖掘符合上述標準的應(ying)(ying)用(yong)(yong)場景(jing),同時積極推動可統頒應(ying)(ying)用(yong)(yong)流程的開發和推廣,持續擴大應(ying)(ying)用(yong)(yong)場景(jing)規模(mo)和覆蓋(gai)范圍。截(jie)至2022年11月底,人保(bao)財(cai)險(xian)(xian)數字(zi)員(yuan)工(gong)已覆蓋(gai)財(cai)務、客服、車險(xian)(xian)承保(bao)、車險(xian)(xian)理(li)(li)賠(pei)、非車理(li)(li)賠(pei)、農險(xian)(xian)業務等(deng)9個領域(yu);惠及車險(xian)(xian)核保(bao)崗(gang)(gang)、會計核算(suan)崗(gang)(gang)、車險(xian)(xian)理(li)(li)算(suan)崗(gang)(gang)、95518調(diao)(diao)度崗(gang)(gang)、結算(suan)制單崗(gang)(gang)、農險(xian)(xian)理(li)(li)賠(pei)崗(gang)(gang)等(deng)31個一線(xian)崗(gang)(gang)位(wei)。
打(da)造平臺,實現數字員工統一管(guan)理
人(ren)保財險科技運(yun)(yun)營部(bu)自主(zhu)研(yan)發數(shu)(shu)字(zi)(zi)員(yuan)(yuan)工(gong)(gong)運(yun)(yun)營管理平臺(tai)(tai),實現數(shu)(shu)字(zi)(zi)員(yuan)(yuan)工(gong)(gong)的(de)(de)集(ji)中(zhong)(zhong)統一管理。平臺(tai)(tai)具(ju)備RPA產品許(xu)可(ke)(ke)管理、流(liu)(liu)程(cheng)(cheng)(cheng)狀態管理、流(liu)(liu)程(cheng)(cheng)(cheng)上線審核、流(liu)(liu)程(cheng)(cheng)(cheng)運(yun)(yun)行(xing)(xing)監控(kong)、流(liu)(liu)程(cheng)(cheng)(cheng)審計(ji)(ji)等功(gong)能。平臺(tai)(tai)搭建(jian)了(le)(le)流(liu)(liu)程(cheng)(cheng)(cheng)商店,將(jiang)基(ji)礎、通用(yong)、可(ke)(ke)復(fu)用(yong)的(de)(de)流(liu)(liu)程(cheng)(cheng)(cheng)或組件(jian)進行(xing)(xing)封裝(zhuang)并上架,促(cu)進通用(yong)流(liu)(liu)程(cheng)(cheng)(cheng)和(he)組件(jian)共(gong)享,減(jian)少重復(fu)開發。為(wei)了(le)(le)更好地(di)計(ji)(ji)量統計(ji)(ji)數(shu)(shu)字(zi)(zi)員(yuan)(yuan)工(gong)(gong)的(de)(de)運(yun)(yun)行(xing)(xing)效(xiao)能,平臺(tai)(tai)定義(yi)了(le)(le)流(liu)(liu)程(cheng)(cheng)(cheng)效(xiao)能指標并開發了(le)(le)標準化(hua)(hua)的(de)(de)計(ji)(ji)算(suan)模(mo)塊,嵌入各個(ge)流(liu)(liu)程(cheng)(cheng)(cheng)腳本,一旦流(liu)(liu)程(cheng)(cheng)(cheng)運(yun)(yun)行(xing)(xing)即可(ke)(ke)自動記(ji)錄(lu)流(liu)(liu)程(cheng)(cheng)(cheng)運(yun)(yun)行(xing)(xing)效(xiao)能并將(jiang)數(shu)(shu)據(ju)同步至平臺(tai)(tai),并通過平臺(tai)(tai)數(shu)(shu)字(zi)(zi)員(yuan)(yuan)工(gong)(gong)效(xiao)能看(kan)板進行(xing)(xing)統計(ji)(ji)和(he)展(zhan)示。對于(yu)集(ji)中(zhong)(zhong)部(bu)署的(de)(de)數(shu)(shu)字(zi)(zi)員(yuan)(yuan)工(gong)(gong),人(ren)保財險開辟(pi)專(zhuan)門的(de)(de)辦公室,由專(zhuan)人(ren)進行(xing)(xing)統一規范化(hua)(hua)管理,集(ji)中(zhong)(zhong)進行(xing)(xing)調(diao)度,實現機(ji)器人(ren)資(zi)源(yuan)的(de)(de)合理調(diao)配,形成規模(mo)化(hua)(hua)應用(yong)。
強化管控(kong),確(que)保數字員工安全運行
人保(bao)財險采用(yong)多種安(an)全管(guan)(guan)控(kong)(kong)(kong)舉措,確(que)保(bao)數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)安(an)全合規(gui)運(yun)行(xing)。一(yi)是加(jia)(jia)強數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)賬(zhang)號(hao)及權(quan)限(xian)(xian)管(guan)(guan)理(li)。修(xiu)訂《信息系(xi)統賬(zhang)號(hao)管(guan)(guan)理(li)辦法》,明確(que)定義并(bing)區分數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)賬(zhang)號(hao)和(he)(he)內部用(yong)戶賬(zhang)號(hao),要求(qiu)(qiu)為數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)單獨分配信息系(xi)統賬(zhang)號(hao),參照內部用(yong)戶賬(zhang)號(hao)管(guan)(guan)理(li)要求(qiu)(qiu)進(jin)(jin)行(xing)申(shen)請、審(shen)(shen)核和(he)(he)審(shen)(shen)批(pi),并(bing)指定內部人員作為其賬(zhang)號(hao)責任(ren)(ren)人。嚴(yan)(yan)格(ge)控(kong)(kong)(kong)制數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)賬(zhang)號(hao)權(quan)限(xian)(xian),按照“權(quan)限(xian)(xian)最(zui)小(xiao)原則”和(he)(he)“職責分離原則”分配權(quan)限(xian)(xian)。二是加(jia)(jia)強數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)訪問(wen)和(he)(he)系(xi)統交(jiao)互安(an)全管(guan)(guan)控(kong)(kong)(kong)。開展流程(cheng)設計架構(gou)評審(shen)(shen)和(he)(he)代碼(ma)審(shen)(shen)查(cha),嚴(yan)(yan)格(ge)控(kong)(kong)(kong)制數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)的數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)訪問(wen)權(quan)限(xian)(xian),禁止(zhi)數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)直接訪問(wen)核心系(xi)統接口(kou)和(he)(he)生產數(shu)(shu)(shu)(shu)(shu)(shu)據(ju)庫(ku),嚴(yan)(yan)格(ge)控(kong)(kong)(kong)制數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)發起的系(xi)統訪問(wen)請求(qiu)(qiu)頻率,確(que)保(bao)不影響系(xi)統正常運(yun)行(xing)。三是對(dui)數(shu)(shu)(shu)(shu)(shu)(shu)字(zi)員工(gong)(gong)運(yun)行(xing)過程(cheng)進(jin)(jin)行(xing)全程(cheng)監控(kong)(kong)(kong)和(he)(he)錄(lu)屏,記錄(lu)運(yun)行(xing)日志,支持異(yi)常任(ren)(ren)務告(gao)警、問(wen)題定位和(he)(he)事后審(shen)(shen)計。
技術創新,打造智能(neng)化(hua)、服務化(hua)員工

2022年8月13日,在RPA中國主辦的(de)“第二屆(jie)中國RPA+AI開(kai)發者大賽(sai)”中,人保財險科技(ji)運(yun)營(ying)部(bu)憑借(jie)自主開(kai)發的(de)作品“基(ji)于(yu)規(gui)則的(de)風險輔助處理流程” 榮獲優秀(xiu)技(ji)術創新獎。

截至(zhi)2022年(nian)11月底(di),數字員工(gong)平臺已在(zai)人(ren)保財(cai)險(xian)總分公司(si)上線612個RPA流程,打造(zao)699名(ming)數字員工(gong),涵蓋總部及33家省級分公司(si)。2022年(nian)以來,數字員工(gong)累計運(yun)行時(shi)長超過84萬小時(shi),節約(yue)人(ren)工(gong)工(gong)作量超過356人(ren)年(nian),有(you)效(xiao)提(ti)升了業務運(yun)營效(xiao)率和人(ren)力(li)效(xiao)能,實現降本增效(xiao)。
廣泛應用的車險核保機器人。在車(che)(che)險(xian)業務(wu)中(zhong),存在大量(liang)規則清晰且重(zhong)復性高的核(he)保(bao)(bao)(bao)工(gong)(gong)(gong)(gong)(gong)(gong)作,核(he)保(bao)(bao)(bao)處(chu)理(li)時需要(yao)操(cao)作多個(ge)系統,人(ren)(ren)工(gong)(gong)(gong)(gong)(gong)(gong)處(chu)理(li)的工(gong)(gong)(gong)(gong)(gong)(gong)作量(liang)、復雜度(du)、易(yi)錯程度(du)都較高,處(chu)理(li)的時效性也不能完(wan)(wan)全(quan)滿足業務(wu)需要(yao)。針對(dui)這一場景,開發車(che)(che)險(xian)核(he)保(bao)(bao)(bao)機器人(ren)(ren)輔助(zhu)人(ren)(ren)工(gong)(gong)(gong)(gong)(gong)(gong)處(chu)理(li)核(he)保(bao)(bao)(bao)工(gong)(gong)(gong)(gong)(gong)(gong)作,通過(guo)RPA融合OCR技術,提升信息審(shen)核(he)速度(du)及準確性,輔助(zhu)人(ren)(ren)工(gong)(gong)(gong)(gong)(gong)(gong)快速完(wan)(wan)成核(he)保(bao)(bao)(bao)操(cao)作,效率提升600%。采用總分協同模式(shi)對(dui)數(shu)字員(yuan)工(gong)(gong)(gong)(gong)(gong)(gong)進行集中(zhong)管理(li),目前車(che)(che)險(xian)核(he)保(bao)(bao)(bao)機器人(ren)(ren)已在28家省級(ji)分公司(si)上線,2022年(nian)以來(lai)已累(lei)計節約37人(ren)(ren)年(nian)工(gong)(gong)(gong)(gong)(gong)(gong)作量(liang)。其中(zhong),人(ren)(ren)保(bao)(bao)(bao)財險(xian)福建分公司(si)共上線9個(ge)車(che)(che)險(xian)核(he)保(bao)(bao)(bao)機器人(ren)(ren),平(ping)均每天處(chu)理(li)300單業務(wu),替(ti)代7名人(ren)(ren)工(gong)(gong)(gong)(gong)(gong)(gong)。
