中(zhong)國人民銀行《金融科技發展(zhan)規(gui)劃(2022~2025年(nian)》指出:運用機器(qi)人(ren)流(liu)程自動(dong)化(RPA)、自然(ran)語言處(chu)理(NLP)、智能字符識別(ICR)等(deng)智能技術開展(zhan)端到端數字化流(liu)程重構,打(da)通(tong)部門間業務(wu)阻隔與流(liu)程斷點,實現跨(kua)角色(se)、跨(kua)時序的(de)業務(wu)靈活定制與編排,打(da)造環節無縫銜接、信息(xi)實時交互、資源協同高(gao)效的(de)業務(wu)處(chu)理模式,更(geng)好支(zhi)撐數字化業務(wu)發展(zhan)。
人(ren)保財險(xian)(xian)科(ke)(ke)技(ji)(ji)(ji)運(yun)營部自(zi)2019年(nian)以(yi)來探索引入RPA技(ji)(ji)(ji)術,打造數字(zi)(zi)(zi)員工(gong)(gong),將大量重復且規則明確(que)的(de)業(ye)務操作由機(ji)器人(ren)自(zi)動(dong)(dong)執行替代人(ren)工(gong)(gong)操作,節省員工(gong)(gong)在機(ji)械、重復、耗時工(gong)(gong)作上的(de)工(gong)(gong)作量和(he)時間,使員工(gong)(gong)可(ke)以(yi)從事更有價值和(he)創(chuang)造性的(de)工(gong)(gong)作,有效提升運(yun)營效能和(he)人(ren)力績(ji)效。經過兩年(nian)左(zuo)右(you)的(de)不斷嘗試并積累經驗,2022年(nian),科(ke)(ke)技(ji)(ji)(ji)運(yun)營部將數字(zi)(zi)(zi)員工(gong)(gong)平臺項目(mu)納(na)入人(ren)保財險(xian)(xian)“三化(hua)(hua)”建設首批(pi)項目(mu)清單,通過建章立制、組建CoE(Center of Excellence,一般稱卓越中心,負責(ze)統籌推(tui)動(dong)(dong)RPA應用)、深挖(wa)場景、打造平臺、強(qiang)化(hua)(hua)管控、技(ji)(ji)(ji)術創(chuang)新(xin)等舉措,自(zi)上而下有組織地推(tui)動(dong)(dong)RPA系統化(hua)(hua)、規范化(hua)(hua)、規模化(hua)(hua)應用,促(cu)進降本增效,助(zhu)力公(gong)司運(yun)營自(zi)動(dong)(dong)化(hua)(hua)和(he)數字(zi)(zi)(zi)化(hua)(hua)轉型(xing)。
RPA是(shi)運用智能(neng)軟件(jian)模擬(ni)并(bing)增強(qiang)人(ren)與計(ji)算機(ji)的(de)(de)交互過程(cheng),執行規則化、重復性任務的(de)(de)軟件(jian)解決方(fang)案(an),是(shi)當前金融科(ke)技的(de)(de)熱點。基于(yu)RPA技術和(he)工(gong)具可以(yi)打造具備真實員工(gong)工(gong)作能(neng)力的(de)(de)虛擬(ni)化數字員工(gong)。
RPA具有(you)低成(cheng)(cheng)本(ben)、非(fei)侵(qin)入(ru)、易擴展、跨系(xi)統、集中管理(li)(li)和(he)控(kong)制等特點(dian)和(he)優(you)勢。RPA的(de)開(kai)發(fa)周期較(jiao)短,中等復雜度的(de)流程一般僅需(xu)要(yao)1~2周時間即可完(wan)成(cheng)(cheng)開(kai)發(fa)并上(shang)線(xian);RPA的(de)部署和(he)使(shi)用(yong)無須改變現(xian)有(you)系(xi)統,對現(xian)有(you)系(xi)統無侵(qin)入(ru)性,可以解決遺留(liu)系(xi)統難以改造的(de)痛(tong)點(dian);RPA可以快(kuai)速復制和(he)橫向(xiang)擴展,有(you)效滿(man)足(zu)業務處理(li)(li)規模(mo)快(kuai)速增長的(de)需(xu)要(yao);RPA可以方便(bian)地進行跨系(xi)統操作,自動(dong)進行信息提取和(he)傳遞,實現(xian)系(xi)統互聯和(he)數(shu)據集成(cheng)(cheng);RPA支持(chi)通(tong)過管理(li)(li)平臺進行集中部署、調度和(he)監控(kong),實現(xian)規模(mo)化(hua)應用(yong),降低管理(li)(li)成(cheng)(cheng)本(ben)。RPA的(de)上(shang)述獨特優(you)勢使(shi)其(qi)在(zai)(zai)近(jin)兩年快(kuai)速成(cheng)(cheng)為金融(rong)科技熱點(dian),吸引了(le)大量的(de)投資(zi),促(cu)進技術(shu)快(kuai)速發(fa)展并在(zai)(zai)金融(rong)保險行業得(de)到廣泛應用(yong)。
建章立制,為規范(fan)化(hua)應(ying)用(yong)奠(dian)定基礎
2022年2月,由科技運營(ying)部牽頭(tou)起草,人保財險(xian)印(yin)發了《RPA建(jian)(jian)設運營(ying)管(guan)理辦法(fa)(試行)》(以(yi)下簡稱(cheng)《管(guan)理辦法(fa)》)和(he)RPA需(xu)求審(shen)核與后(hou)評估(gu)、RPA流程(cheng)設計開發、RPA流程(cheng)運行維護三個(ge)配套規(gui)(gui)范以(yi)及相應(ying)的文(wen)檔(dang)模(mo)板。這是人保財險(xian)首次就(jiu)RPA建(jian)(jian)設運營(ying)發布制度規(gui)(gui)范,填補了相關領域的空白。
《管(guan)理辦法(fa)》明(ming)確了(le)(le)RPA建(jian)(jian)(jian)設和運(yun)(yun)營(ying)遵循統(tong)籌規劃、集中管(guan)理、高(gao)效(xiao)協(xie)同(tong)、規范合(he)規原則;明(ming)確了(le)(le)總部及(ji)各分公司、科技(ji)部門(men)、業務部門(men)以及(ji)數字(zi)化運(yun)(yun)營(ying)項目組在RPA建(jian)(jian)(jian)設運(yun)(yun)營(ying)工(gong)作中的(de)職責(ze);明(ming)確了(le)(le)RPA從需求管(guan)理、流程(cheng)設計開發(fa)、發(fa)布部署、運(yun)(yun)行維護以及(ji)后評估的(de)全生命周期管(guan)理要(yao)求。《管(guan)理辦法(fa)》及(ji)配套規范是開展RPA建(jian)(jian)(jian)設運(yun)(yun)營(ying)工(gong)作的(de)基本指(zhi)引,為建(jian)(jian)(jian)立健全RPA建(jian)(jian)(jian)設運(yun)(yun)營(ying)體(ti)系、推(tui)動RPA規范化應用奠定了(le)(le)良好基礎。
人保財險由科技(ji)運營部統(tong)籌管(guan)理RPA建設和運營,各省級(ji)分(fen)公(gong)司(si)科技(ji)運營部負責開展(zhan)轄(xia)內RPA需(xu)求的收(shou)集、統(tong)籌和初審,鼓勵具備(bei)自(zi)主(zhu)開發(fa)能(neng)力的分(fen)公(gong)司(si)通過總分(fen)協同模式(shi)承擔本分(fen)公(gong)司(si)的RPA流程設計開發(fa)工(gong)作,總部各部門及各數字化(hua)運營項目組負責本條線RPA需(xu)求的收(shou)集、統(tong)籌和初審,并配合做好(hao)流程的部署、運維、優(you)化(hua)以及需(xu)求后評(ping)估(gu)等(deng)工(gong)作。
依據上(shang)述職責分(fen)(fen)工(gong)(gong),科(ke)技運(yun)營(ying)部牽頭組建(jian)了(le)總分(fen)(fen)協(xie)同(tong)、科(ke)技與業(ye)(ye)務高效聯動的RPA建(jian)設與運(yun)營(ying)團隊(dui)(dui),即中心式的CoE。團隊(dui)(dui)涵蓋總分(fen)(fen)公司科(ke)技、業(ye)(ye)務人員(yuan),定期召開項目例會,每月(yue)編制(zhi)并發布數(shu)字員(yuan)工(gong)(gong)項目月(yue)報,舉辦(ban)RPA制(zhi)度宣導與流程開發技術培訓,促進相互學習借鑒,共同(tong)提升(sheng)應用成(cheng)效。
深挖場景,擴大數字員(yuan)工規(gui)模范圍(wei)
考慮到開發資源(yuan)、產品許可的數(shu)量有(you)限,為實(shi)現更高的投入(ru)產出,人保財險結合RPA技術特(te)點,明確RPA需求(qiu)準(zhun)(zhun)入(ru)標(biao)準(zhun)(zhun),要求(qiu)需求(qiu)應(ying)同時滿(man)足以(yi)下(xia)五項標(biao)準(zhun)(zhun)方可使用(yong)RPA:基于明確的業務規則、大量重復(fu)的人工操(cao)作、難(nan)以(yi)或短期(qi)無法通過系(xi)統改造實(shi)現、穩定運行的標(biao)準(zhun)(zhun)流程,以(yi)及結構化(hua)或可結構化(hua)的輸(shu)入(ru)數(shu)據。

打造平臺,實(shi)現數字員工統一(yi)管(guan)理

強(qiang)化管控,確(que)保數字員工安(an)全運行
人保(bao)(bao)財險采用多(duo)種安(an)全(quan)管控(kong)舉措,確(que)(que)保(bao)(bao)數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)安(an)全(quan)合規運(yun)(yun)行(xing)(xing)(xing)。一是(shi)(shi)加(jia)強(qiang)數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)賬(zhang)(zhang)號及(ji)權限(xian)管理。修訂《信息系統賬(zhang)(zhang)號管理辦法(fa)》,明確(que)(que)定(ding)義并區分數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)賬(zhang)(zhang)號和(he)(he)內(nei)部(bu)用戶賬(zhang)(zhang)號,要(yao)求為數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)單獨分配信息系統賬(zhang)(zhang)號,參(can)照內(nei)部(bu)用戶賬(zhang)(zhang)號管理要(yao)求進(jin)行(xing)(xing)(xing)申請、審核和(he)(he)審批(pi),并指定(ding)內(nei)部(bu)人員(yuan)作(zuo)為其(qi)賬(zhang)(zhang)號責任人。嚴(yan)格控(kong)制(zhi)數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)賬(zhang)(zhang)號權限(xian),按照“權限(xian)最小原(yuan)則”和(he)(he)“職責分離原(yuan)則”分配權限(xian)。二(er)是(shi)(shi)加(jia)強(qiang)數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)數(shu)據(ju)訪(fang)問和(he)(he)系統交互安(an)全(quan)管控(kong)。開展流(liu)程(cheng)設計架構評(ping)審和(he)(he)代碼審查,嚴(yan)格控(kong)制(zhi)數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)的數(shu)據(ju)訪(fang)問權限(xian),禁止數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)直(zhi)接(jie)訪(fang)問核心系統接(jie)口和(he)(he)生產(chan)數(shu)據(ju)庫,嚴(yan)格控(kong)制(zhi)數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)發起的系統訪(fang)問請求頻率,確(que)(que)保(bao)(bao)不影響系統正常運(yun)(yun)行(xing)(xing)(xing)。三是(shi)(shi)對數(shu)字(zi)員(yuan)工(gong)(gong)(gong)(gong)運(yun)(yun)行(xing)(xing)(xing)過程(cheng)進(jin)行(xing)(xing)(xing)全(quan)程(cheng)監控(kong)和(he)(he)錄屏(ping),記錄運(yun)(yun)行(xing)(xing)(xing)日志(zhi),支持異常任務(wu)告警、問題定(ding)位和(he)(he)事(shi)后審計。
技術創新,打(da)造智能化(hua)、服務化(hua)員工

截(jie)至2022年(nian)11月底(di),數字員工(gong)平臺已在人保財險總分公(gong)司上線(xian)612個RPA流程,打造699名數字員工(gong),涵蓋總部及33家省級分公(gong)司。2022年(nian)以來(lai),數字員工(gong)累(lei)計運(yun)(yun)行時長超過84萬小時,節約人工(gong)工(gong)作量超過356人年(nian),有效提升了業務(wu)運(yun)(yun)營效率和人力(li)效能,實現降本增效。
廣泛應用(yong)的車險核保機器人(ren)。在車(che)(che)險(xian)業(ye)(ye)務中,存(cun)在大量(liang)(liang)規則清晰且重復(fu)(fu)性(xing)高的核(he)保(bao)工(gong)(gong)作(zuo),核(he)保(bao)處(chu)(chu)理時(shi)需(xu)要操作(zuo)多個系統,人(ren)(ren)工(gong)(gong)處(chu)(chu)理的工(gong)(gong)作(zuo)量(liang)(liang)、復(fu)(fu)雜度(du)、易(yi)錯(cuo)程(cheng)度(du)都較高,處(chu)(chu)理的時(shi)效性(xing)也不能完全滿(man)足業(ye)(ye)務需(xu)要。針對這一場(chang)景,開發車(che)(che)險(xian)核(he)保(bao)機器(qi)(qi)人(ren)(ren)輔(fu)助人(ren)(ren)工(gong)(gong)處(chu)(chu)理核(he)保(bao)工(gong)(gong)作(zuo),通過RPA融合(he)OCR技術(shu),提升(sheng)信息審(shen)核(he)速度(du)及準確性(xing),輔(fu)助人(ren)(ren)工(gong)(gong)快速完成核(he)保(bao)操作(zuo),效率提升(sheng)600%。采用總分(fen)協(xie)同(tong)模式(shi)對數字員工(gong)(gong)進行集中管理,目前(qian)車(che)(che)險(xian)核(he)保(bao)機器(qi)(qi)人(ren)(ren)已在28家省級分(fen)公(gong)司上線(xian),2022年以來已累計(ji)節約37人(ren)(ren)年工(gong)(gong)作(zuo)量(liang)(liang)。其中,人(ren)(ren)保(bao)財險(xian)福(fu)建(jian)分(fen)公(gong)司共(gong)上線(xian)9個車(che)(che)險(xian)核(he)保(bao)機器(qi)(qi)人(ren)(ren),平均(jun)每天處(chu)(chu)理300單業(ye)(ye)務,替代7名人(ren)(ren)工(gong)(gong)。
集(ji)中部署的理(li)賠集(ji)審照片(pian)分揀機器(qi)人(ren)。在(zai)(zai)理(li)(li)賠(pei)(pei)業務中,在(zai)(zai)線(xian)理(li)(li)賠(pei)(pei)坐席需要通(tong)過(guo)(guo)集中審(shen)核平臺對(dui)(dui)各個渠(qu)道上傳的海(hai)量照(zhao)片(pian)進行人(ren)(ren)工(gong)審(shen)核和(he)分揀,工(gong)作量大,耗費人(ren)(ren)力(li)成本(ben)高。針對(dui)(dui)這一場景,開發理(li)(li)賠(pei)(pei)集審(shen)照(zhao)片(pian)分揀機器(qi)人(ren)(ren),通(tong)過(guo)(guo)RPA融合OCR技術對(dui)(dui)照(zhao)片(pian)關鍵信息進行自動(dong)提(ti)取和(he)識別,將(jiang)識別后的照(zhao)片(pian)自動(dong)分揀至對(dui)(dui)應(ying)目錄,大幅(fu)提(ti)升線(xian)上理(li)(li)賠(pei)(pei)處理(li)(li)時效(xiao)。理(li)(li)賠(pei)(pei)集審(shen)照(zhao)片(pian)分揀機器(qi)人(ren)(ren)自2021年年底上線(xian)以來,采(cai)用總部(bu)集中部(bu)署(shu)的方式,共部(bu)署(shu)15名(ming)數(shu)字員(yuan)工(gong),累計運行22019小時,節(jie)約人(ren)(ren)力(li)1633人(ren)(ren)天,有效(xiao)提(ti)高了分揀效(xiao)率和(he)準(zhun)確率,在(zai)(zai)為理(li)(li)賠(pei)(pei)坐席減負(fu)的同時,將(jiang)數(shu)字員(yuan)工(gong)的處理(li)(li)結果記錄在(zai)(zai)表格中,每日交(jiao)由指定人(ren)(ren)員(yuan)對(dui)(dui)結果進行二次檢查,保(bao)證流(liu)程運行平穩且風險(xian)可控(kong)。

開(kai)創數字員(yuan)工服務化(hua)模(mo)式的運維機器人(ren)。人(ren)保財險(xian)(xian)湖南(nan)(nan)分公(gong)司(si)科技運(yun)(yun)營(ying)部(bu)率先(xian)提出“數(shu)字(zi)(zi)員(yuan)工服(fu)(fu)務(wu)(wu)(wu)化(hua)(hua)”理(li)念并實現落地,自(zi)(zi)(zi)主開發“小(xiao)南(nan)(nan)同學(xue)(xue)”智(zhi)能(neng)運(yun)(yun)維應用(yong)。一方面(mian)依托企業微信工作臺作為(wei)入(ru)口,接(jie)收用(yong)戶以自(zi)(zi)(zi)然語言(yan)方式下達(da)的(de)(de)任務(wu)(wu)(wu)命令(ling)并轉化(hua)(hua)為(wei)數(shu)字(zi)(zi)員(yuan)工可(ke)以理(li)解的(de)(de)任務(wu)(wu)(wu)消息(xi),另一方面(mian)將各(ge)類運(yun)(yun)維數(shu)字(zi)(zi)員(yuan)工封裝成(cheng)標準化(hua)(hua)服(fu)(fu)務(wu)(wu)(wu)以便調用(yong)。各(ge)數(shu)字(zi)(zi)員(yuan)工監(jian)聽(ting)(ting)消息(xi),當監(jian)聽(ting)(ting)到歸屬于自(zi)(zi)(zi)身的(de)(de)任務(wu)(wu)(wu)消息(xi)時則自(zi)(zi)(zi)動執行(xing)(xing),并將執行(xing)(xing)結(jie)果返回“小(xiao)南(nan)(nan)同學(xue)(xue)”前端并反饋用(yong)戶。“小(xiao)南(nan)(nan)同學(xue)(xue)”將日常運(yun)(yun)維中的(de)(de)重復工作交給數(shu)字(zi)(zi)員(yuan)工自(zi)(zi)(zi)動解決,如車(che)險(xian)(xian)投保預(yu)確認、重新轉保單(dan)、電子保單(dan)重發等,實現運(yun)(yun)維工作的(de)(de)智(zhi)能(neng)化(hua)(hua)自(zi)(zi)(zi)執行(xing)(xing),并將數(shu)字(zi)(zi)員(yuan)工的(de)(de)調用(yong)無縫融入(ru)運(yun)(yun)維工作場(chang)景,支持數(shu)字(zi)(zi)員(yuan)工的(de)(de)自(zi)(zi)(zi)定義擴展和快速接(jie)入(ru),實現“數(shu)字(zi)(zi)員(yuan)工服(fu)(fu)務(wu)(wu)(wu)化(hua)(hua)”模式。人(ren)保財險(xian)(xian)科技運(yun)(yun)營(ying)部(bu)基(ji)于湖南(nan)(nan)分公(gong)司(si)創(chuang)新探(tan)索,打造統頒“人(ren)保小(xiao)智(zhi)”智(zhi)能(neng)運(yun)(yun)維應用(yong)并進行(xing)(xing)全國(guo)推廣。
